Calibration of Measuring Standards
Measurement standardsthat are used for the verification of measuring instruments, as well as for the transfer of a value of a measurable quantity to the other measuring instrument have to be calibrated. Calibration of a measurement standard is carried out by comparing it to a measurement standard, which has a higher metrological quality.
This means that the true value of a measurable quantity is transferred from the international standard on to the primary standard, from the primary standard on to the secondary standard, and finally from the secondary standard to the working standard. Through an unbroken chain of comparisons the traceability between related international and working standards is ensured.
Calibration of measuring instruments is carried out in the laboratories administered by the State Office for Standardization and Metrology or any other accredited metrology laboratory. In case calibration of measurement standards cannot be provided for in the Republic of Croatia, it has to be performed by a non-national laboratory, accredited by the authorized institution for legal metrology in that country.
After completion of calibration and a certificate of calibration is issued and the calibration label is affixed to the measurement standard.
The validity of calibration is fixed for a certain period of time. The calibration intervals for measurement standards used for the calibration of other measurement standards are stipulated by Ordinance on the determination of intervals for recalibration of measurement standards and measuring instruments (Official Gazette no. 50/96).

Accredited metrology laboratories refers to a body that is authorized and competent to carry out verification of measurement standards and testing the reliability of a measuring instrument for a particular measurable quantity, within a defined range and accuracy of measurement.
Certified metrology laboratories hire their working space and equipment to the authorized staff members of the Institute for accuracy testing and verification of measuring instruments. Manufacturers or distributors of measuring instruments, service technicians, or suppliers engaged in public procurement (water, electricity, gas, etc.) usually own these kinds of laboratories.
Sectors of Metrology Control
Legal metrology represents one of the basic activities of the State Office for Standardization and Metrology, which is mainly applied in the fields of commerce, health, safety and the environment.
In the framework of legal metrology the verification of measuring instruments plays an important role to ensure, in a regulatory or contractual manner, the appropriate quality and credibility of measurements and in this way enhance consumer confidence.
In order to carry out verification of measuring instruments certain metrological requirements, which are determined by the category of measuring instrument, have to be fulfilled. To minimize the verification costs the State Office for Standardization and Metrology has authorized a large number of metrology laboratories for testing of measuring instruments.
Consumers have been given the possibility to lodge their applications for verification of measuring instruments with a certified laboratory and to bring the measuring instrument to the laboratory for verification.
This should enable the consumers with the possibility to have their measuring instruments verified at the place where they are situated or which is most convenient to them, thus saving time and costs.
Sectors for metrology control, which are an integrated part of the Department for metrology are mainly engaged in the verification of measuring instruments. The State Office for Standardization and Metrology disposes of four Sections for metrology control, located in Osijek, Rijeka, Split and Zagreb.
